Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expert advice and technical support for the planning, design, installation, and maintenance of Communications and Navigation Systems (CNS) for civil aviation. The role involves formulating national objectives, developing work programs, and ensuring compliance with ICAO standards.

Responsibilities

Formulate national objectives, plans, and policies for CNS equipment installation and maintenance. Develop and manage installation work programs, including scheduling, procurement, and engineering specifications. Monitor financial and physical progress, analyze system operations, and provide technical reports and recommendations. Develop maintenance standards and validate technical requirements for airways facilities.

Work Experience

A minimum of ten years of professional experience in planning, design, installation, and evaluation of aeronautical telecommunications systems and navigational aids. This includes three years of supervisory experience with technical personnel in field work, experience in site planning and configuration of COM/NAVAIDS facilities, knowledge of aircraft operations and ATC, experience with quality control and commissioning, and in-depth knowledge of ICAO Standards and Recommended Practices (SARPs). Experience with airport master plans and ICAO technical cooperation in developing countries is desirable.
