ICAO Roster-Air Traffic Management (ATM) Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.
Job Purpose
To provide expert analysis and recommendations for the upgrade and improvement of Air Traffic Management (ATM) systems, including safety management, human resource planning, and operational procedures within civil aviation authorities.
Responsibilities
Analyze current ATM systems, recommend upgrades for systems and airspace organization, advise on national ATM safety management system implementation, propose improvements for human resource planning and training, assess and recommend upgrades for Air Traffic Control (ATC) procedures and CNS systems.
Work Experience
Minimum ten years of experience as an air traffic controller (tower, approach/area, radar) at a busy international airport or ACC. At least 5 years in a senior or supervisory capacity in ATM. In-depth knowledge of ICAO regulations and manuals related to ATM and safety management systems. Experience in providing ATS safety oversight or similar consulting. Experience in regulatory documentation and operational/procedural manuals. Supervisory experience with automated radar control and data-link systems. Familiarity with airspace organization, planning, and aeronautical telecommunication services. Demonstrated administrative, managerial, and planning abilities.
