ICAO Roster-Civil Aviation Administration Structure Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To undertake a feasibility study and make recommendations for the restructuring of a civil aviation administration. The goal is to improve safety, efficiency, and the economic contribution of civil aviation, ensuring the structure is autonomous or semi-autonomous and cost-effective.

Responsibilities

Conduct feasibility studies on civil aviation restructuring to enhance safety, efficiency, and economic contribution. Develop recommendations for autonomous or semi-autonomous civil aviation structures, including organizational charts, legal provisions, administrative frameworks, financial management, job descriptions, staffing, and training plans. Perform other related duties as assigned.

Work Experience

Essential experience in restructuring civil aviation organizations, formulating civil aviation policy, and preparing organizational plans and regulations. Requires awareness of modern management principles for civil aviation, understanding of inter-departmental coordination for policy decisions, ability to prepare concise reports, and sound knowledge of financial management and aviation revenues/expenditures.
