Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert legal advice on air law, bilateral agreements, and national legislation related to civil aviation. The role involves reviewing and advising on legal matters to support the development and implementation of aviation policies and regulations.
Responsibilities
Review aviation legislation and policies in light of international obligations and bilateral arrangements. Advise on legal and constitutional matters for civil aviation law development and incorporation into national legislation. Develop systems for supervision and enforcement of air law, including licensing and certification. Propose organizational and human resources development plans. Produce planning documentation for the Civil Aviation Master Plan.
Work Experience
At least 7 years of experience establishing and implementing aviation law or regulations in the public sector. Familiarity with air transport agreements, international legal protocols, and negotiation of bilateral agreements. Experience in drafting and revising laws, rules, and regulations for domestic and international air transport. Experience with licenses, permits, regulatory powers, aircraft ownership/registration, and operator duties is required. Experience with national civil aviation master plans is highly desirable.
