ICAO Roster-CNS/ATM Implementation Planning/Training Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for developing, implementing, monitoring, evaluating, and closing Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To advise on the preparation of action plans for national Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) systems to align with ICAO requirements. The role involves assisting in the development of operating procedures, timetables, and identifying human resource and training needs for CNS/ATM implementation.

Responsibilities

Advise on coordinated action plans for national CNS/ATM systems to meet ICAO requirements. Assist in identifying user requirements and reconciling them with national policy and international standards. Help develop operating procedures and practices. Formulate timetables defining roles and responsibilities for implementation. Foster cooperation with neighboring states for system compatibility. Identify human resource and training needs for CNS/ATM implementation and operation. Participate in the development of CNS/ATM-related training.

Work Experience

Essential professional or advanced technical, operational, and managerial qualifications in Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM). Detailed knowledge of CNS/ATM systems, including planning for transition to a global CNS/ATM system. Experience in preparing and implementing technical/operational workshops.
