ICAO Roster-CNS Systems Engineering Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expert consultancy services for the formulation, development, and maintenance of national objectives, plans, policies, programmes, and procedures related to the installation, construction, and maintenance of CNS and ATM equipment and facilities.

Responsibilities

Formulate national objectives, plans, and policies for CNS/ATM equipment; develop installation work programs; monitor and control acquisition and construction schedules; analyze financial and physical progress; prepare procurement specifications and engineering specifications for equipment; establish radio frequency management requirements; develop and maintain airways facilities configuration management systems; estimate life cycle costs; review reprogramming proposals; conduct engineering analysis of field air navigation systems; provide technical maintenance instructions and standards; develop maintenance standards and validate requirements; review and validate maintenance technical requirements; develop technical standards for maintenance and certification.

Work Experience

Ten years minimum background experience in management and maintenance of complex CNS and ATM systems, including five years at a supervisory or managerial level. Experience in the CNS technical/operational field within a civil aviation authority or air navigation service provider with a well-developed CNS infrastructure. Knowledge of ICAO CNS/ATM provisions is required.
