ICAO Roster-Airport Financial Operations Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development and Implementation projects in Civil Aviation and manages the ICAO Roster of Experts.

Job Purpose

To provide expert advice and support for the tactical and strategic management of airport finance departments. The role aims to ensure efficient and profitable financial operations by establishing modern principles, managing transactions, and advising on financial policies and controls.

Responsibilities

Develop tactical and long-term management strategies for airport finance departments. Advise the Finance Director on managing financial and accounting transactions, ensuring sufficient funds and efficient financial management. Establish modern finance and accounting principles, develop cash flow management practices, and implement financial policies, procedures, and accounting systems aligned with International Accounting Standards. Manage billing and collection processes for revenue sources and assist in identifying necessary competencies and external assistance for financial operations.

Work Experience

Ten years of experience at a responsible executive level in government aviation, operating agencies, airlines, or banking institutions, focusing on civil aviation financial management programs. Experience should include policy development, regulation of air transport operations, airline and airport economics, bilateral agreements, record keeping, traffic studies, and forecasting. Knowledge of ICAO policies on charges and cost/benefit analyses in transportation is required. Experience in drafting financial management regulations, preparing budgets, and airport authority financial management is beneficial.
