Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.

Job Purpose

To provide expert consultancy services to State Civil Aviation Authorities (CAAs) in developing and implementing air transport policies and regulations. The role involves extensive stakeholder consultations, seminar preparation and delivery, and report writing to facilitate policy adoption and revision.

Responsibilities

Assist State CAAs in consultations with government entities, non-aviation government bodies, and non-governmental parties on air transport policy. Prepare and conduct seminars, summarize proceedings, and conduct further consultations. Prepare reports on policy implications, recommend changes, and assist in revising policy documents. Support CAAs in submitting policy documents and cabinet memos for government adoption and in presenting revised policies at government meetings.

Work Experience

Minimum 10 years of experience in governmental (civil aviation) or international airline policy development, including air traffic studies, forecasting, fleet planning, tour/charter operations, air transport market regulations, airline/airport economics, user charges, and bilateral agreements. Experience in facilitating services to air operators, understanding their requirements, and liaising with various government bodies is essential. Knowledge of current air transport industry trends and experience in formulating civil aviation policies, organizational plans, regulations, and procedural documents are required. Completion of the ICAO CMA Computer Based Training course is also required.
