ICAO Roster-Air Transport Economic Analysis Expert
Organizational Context
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for these projects and manages the ICAO Roster of Experts.
Job Purpose
To provide expert analysis and recommendations on air transport economics, airport infrastructure, and demand forecasting. The role supports the development and implementation of technical assistance projects in civil aviation.
Responsibilities
Collect and assess information on airport infrastructure and services. Analyze current capacity, service levels, and demand trends. Identify deficiencies and propose remedial actions, including development requirements and compliance with ICAO standards. Study and propose airport development options and master plans. Evaluate the financial situation of the civil aviation sub-sector and the feasibility of airport authorities. Prepare reports with findings and recommendations.
Work Experience
At least ten years of governmental experience in civil aviation, including policy development related to air transport regulation, market economics, airport economics, traffic studies, forecasting, and user charges. Experience with the Convention on International Civil Aviation is required.
