ICAO Roster-Personnel Licensing Expert

Organizational Context

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) and Field Personnel Section (FPS/FRU) are responsible for developing, implementing, and monitoring technical assistance projects and recruiting international experts for civil aviation fields, managing the ICAO Roster of Experts.

Job Purpose

To provide expert advice and assistance in reviewing and revising personnel licensing regulations, procedures, and organizational structures to ensure conformity with ICAO Standards and Recommended Practices (SARPs). The role aims to enhance the capacity of national Civil Aviation Authorities (CAAs) in personnel licensing functions.

Responsibilities

Review organizational structure, record keeping, and personnel capacity for licensing functions. Assess licensing requirements and procedures against ICAO SARPs and guidance materials. Advise on drafting revised licensing regulations and procedures. Assist in establishing a centralized licensing authority and developing application processing guidelines. Support the development of training programs for licensing staff and provide on-the-job training.

Work Experience

At least five years of experience in developing and applying national regulations for personnel licensing. Experience in all aspects of the qualification process for personnel licenses, including issue and renewal. Thorough knowledge of ICAO SARPs (Annex 1) and related guidance materials.
