National Digital Agriculture Expert
Organizational Context
FAO Serbia collaborates with the Serbian Government to modernize agriculture and rural services, advancing digital transformation and EU accession. The project "Enhancing digital public services in agriculture" aims to assess the current state of digital agriculture in Serbia. The National Digital Agriculture Expert will provide essential country-specific expertise, institutional access, and language support, ensuring that project outcomes are relevant to Serbian farmers and institutions.
Job Purpose
The incumbent will support the implementation of the FAO Strategic Framework, specifically focusing on Digital Agriculture (BP5). This involves providing analytical and technical support for research, assessments, studies, and the formulation of strategies, programs, and projects. The primary goal is to advance the digitalization of food and agriculture sectors and rural areas within Serbia, aligning with national development objectives and FAO's global mission.
Responsibilities
The expert will lead the collection and analysis of country-specific information to assess the status of digital agriculture in Serbia, working closely with an international consultant. Responsibilities include providing technical support on national policies, regulations, institutional frameworks, ICT infrastructure, and existing digital agriculture programs. The role involves supporting stakeholder engagement through interviews and consultations, ensuring national priorities are reflected in recommendations. The expert will also contribute to organizing and delivering a national workshop, reviewing project outputs for accuracy and relevance, and performing other related duties as required.
Work Experience
A minimum of five years of relevant professional experience is required, focusing on conducting research, producing analytical reports, and developing knowledge products. Substantive engagement with the Serbian agrifood and/or digital sectors is essential. Experience in facilitating workshops and consultations, along with proficiency in MS Office, is also necessary.
Skills
Essential skills include strong working knowledge of Serbia’s agrifood policy, institutional architecture, and digital public services landscape. Experience in qualitative research, stakeholder engagement, and workshop facilitation is crucial. Proficiency in MS Office, familiarity with IACS and EU accession requirements for agriculture, strong organizational and problem-solving abilities, and excellent communication skills in both English and Serbian are required.
