Organizational Context

FAO Timor-Leste is implementing a Global Environment Facility (GEF)-funded project to assist Timor-Leste in preparing its First Biennial Transparency Report (BTR1) combined with its Third National Communication (NC3). This initiative supports the country's obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The project aims to enhance national capacity for reporting, strengthen institutional frameworks, and promote national ownership of climate change transparency processes. Collaboration with government ministries, technical working groups, and consultants is integral to its success.

Job Purpose

The Enhanced Transparency Expert will provide crucial technical coordination, integration, and quality assurance for Timor-Leste's combined BTR1/NC3 report. This role focuses on non-inventory reporting aspects, including Nationally Determined Contribution (NDC) tracking, mitigation policies and measures, greenhouse gas (GHG) projections, impacts, vulnerability, adaptation, and loss and damage. The expert will ensure the report's coherence with separately prepared inventory data and align the final output with UNFCCC and Paris Agreement Enhanced Transparency Framework (ETF) requirements. The assignment involves guiding national and international experts to produce a high-quality, integrated report.

Responsibilities

The consultant will lead the preparation of an integrated BTR1/NC3, starting with an inception assessment and workplan. They will provide guidance on UNFCCC and Paris Agreement ETF requirements, including non-inventory Common Tabular Formats. Responsibilities include coordinating national and international experts, developing the report outline, production schedule, and quality assurance workflow. The expert will guide teams on NDC tracking, mitigation, projections, adaptation, and loss/damage reporting, excluding detailed GHG inventory calculations. They will review indicators, methodologies, baselines, and data for NDC tracking, advise on mitigation and adaptation strategies, and review technical chapters for completeness and consistency. The role involves providing quality assurance notes, leading report integration and final editing, and coordinating responses for national validation and technical reviews. Mentoring national experts and delivering technical clinics on transparency reporting are also key duties.

Work Experience

A minimum of 10 years of relevant experience in climate change transparency reporting, UNFCCC reporting, technical coordination, and report integration is required, consistent with Consultant Category A requirements. This experience should align with the specific needs of preparing Biennial Transparency Reports and National Communications.

Skills

Key skills include extensive experience coordinating and integrating Biennial Transparency Reports and National Communications, with expertise in technical editing and quality assurance. A strong understanding of UNFCCC and Paris Agreement ETF reporting requirements, including Modalities, Procedures and Guidelines, and non-inventory Common Tabular Formats, is essential. Experience reviewing NDC tracking, mitigation policies, GHG projections, adaptation strategies, and loss/damage information is required. The ability to establish integrated reporting workflows and strong technical coordination, analytical, communication, and mentoring skills are crucial for success in this role.
