International consultant - Country Programming Framework Review
Organizational Context
The FAO Country Programme Framework (CPF) for Tanzania (2022-2027/8) aligns with national development plans, including Vision 2025 and the Five-Year Development Plan. It also integrates with the UN Sustainable Development Cooperation Framework (UNSDCF 2022-2027/8). Due to Tanzania's Vision 2050 and evolving geopolitical contexts, the UNSDCF has been extended to 2028, with the FAO CPF also adjusted accordingly. The review aims to assess CPF outcomes against targets and UNSDCF commitments, and to design a future-oriented plan with recommendations for FAO's next CPF.
Job Purpose
The consultant will play a crucial role in reviewing and shaping FAO's strategic engagement in Tanzania. This involves assessing the effectiveness and alignment of the current Country Programme Framework (CPF) with national priorities and UN frameworks. A key output will be the development of strategic options, priority areas, and an indicative results framework for the next CPF. This forward-looking plan will guide FAO's interventions, ensuring they are responsive to Tanzania's evolving development landscape, national aspirations, and the UN's Sustainable Development Cooperation Framework, while also aligning with FAO's corporate objectives and initiatives.
Responsibilities
The International Consultant will conduct a comprehensive desk review and preliminary findings report. A SWOT analysis will be performed to identify the strengths, weaknesses, opportunities, and threats related to FAO Representation in Tanzania, assessing its capacity, network, and potential challenges. The consultant will facilitate stakeholder consultations with FAO personnel, government bodies, resource partners, and the private sector. A validated CPF strategic review report will be developed, incorporating analytical briefs on strategic options, priority areas, and an indicative results framework for the new CPF. The consultant will also be responsible for report writing and validation, and may undertake other duties as assigned by the supervisor to support FAO's mission and strategic framework.
Work Experience
A minimum of 10 years of relevant experience is required, working with international/regional organizations, governments, or national institutions on programme evaluation, strategic planning, development cooperation, or agricultural policies. Experience in conducting programme/framework reviews, evaluations, stakeholder consultations, and report writing for development programmes is also necessary.
Skills
Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Proven experience in project/programme development, analysis, coordination, management, and implementation is essential. The consultant should possess strong facilitation skills for workshops and meetings, excellent ability to conduct consultations with diverse stakeholders, and demonstrated capacity to establish priorities and organize work in complex environments. Strong interpersonal and communication skills, computer literacy, and the ability to gather, organize, and analyze information are also required.
