Organizational Context

FAO Indonesia, in partnership with the Indonesian Quarantine Authority (IQA), is enhancing animal quarantine risk management. This initiative focuses on multisectoral coordination, risk-based approaches, and community-centred early warning systems to combat transboundary animal diseases and protect animal health, public health, and economic stability. The project aims to improve data integration for risk assessment and early warning, addressing capacity gaps in applying risk-based strategies and epidemiological information.

Job Purpose

The Animal Quarantine Risk Management Expert will provide crucial technical support and advisory services to bolster Indonesia's animal quarantine risk management system, working closely with the Indonesian Quarantine Authority (IQA) and other stakeholders. Under FAO supervision, the expert will evaluate existing technical materials, identify capacity development needs, and develop a comprehensive training module with accompanying learning resources. This role involves integrating technical input from various experts and institutions, preparing practical case studies and exercises, and documenting recommendations for the module's future application to enhance risk management practices.

Responsibilities

Review existing materials and guidelines on animal quarantine risk management, surveillance, early warning, and risk assessment from FAO, IQA, and other relevant institutions. Identify key capacity and technical gaps that a standardized module can address. Provide technical and operational support in drafting training materials covering risk forecasting, epidemiological trends, disease surveillance, early warning, and risk-based decision-making. Develop practical case studies, exercises, and tools to facilitate the module's application in animal quarantine contexts. Assist in compiling and documenting technical comments from supervisors and experts to ensure the training materials are technically relevant and practically applicable. Prepare a final report detailing the development process, consultations, findings, outputs, and recommendations for the module's future use.

Work Experience

Requires a minimum of 5 years of professional experience in animal health, veterinary epidemiology, animal disease prevention and control, biosecurity, or animal quarantine risk management. Experience in a technical advisory or consultancy capacity is preferred. Familiarity with international standards and guidelines in these fields is beneficial.

Skills

Demonstrated knowledge of animal quarantine systems, risk-based animal health management, epidemiological surveillance, and disease risk assessment. Proven experience in developing training modules, technical guidelines, or capacity-building materials for relevant professionals and authorities. Ability to translate technical concepts into practical training tools, case studies, and exercises. Experience working with multidisciplinary teams and government institutions. Strong analytical, communication, and coordination skills are essential for effective consultation and output development.
