Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) supports sustainable agrifood systems for better production, nutrition, environment, and life. Sierra Leone's initial National Adaptation Plan (NAP), developed in 2021, requires a full, evidence-based plan. FAO, funded by the Green Climate Fund (GCF), is implementing a NAP readiness project in Sierra Leone to strengthen climate risk management. This project aims to address gaps in national adaptation planning, vulnerability assessment, climate data, and private sector involvement by developing a comprehensive, inclusive, and climate-informed Multisectoral National Adaptation Plan (NAP).

Job Purpose

The expert will lead the formulation of a comprehensive National Adaptation Plan (NAP) for Sierra Leone. This involves developing the NAP roadmap and methodology, conducting detailed climate vulnerability and risk assessments across key sectors, and facilitating inclusive stakeholder consultations. The role includes reviewing existing adaptation policies, preparing draft and final NAP documents, and establishing monitoring and evaluation frameworks. Additionally, the expert will identify capacity-building needs, develop knowledge products to support decision-making, and produce reports documenting the process, outcomes, challenges, and lessons learned throughout the NAP formulation.

Responsibilities

The National NAP Development Expert will collaborate with an international expert to develop a comprehensive, multi-sectoral NAP aligned with national development goals and international commitments. Key responsibilities include assessing current and projected climate risks and vulnerabilities across seven key sectors, identifying priority areas, and engaging stakeholders from national to local levels through participatory consultations. The expert will also identify climate-sensitive development priorities, assess and align current policies with adaptation needs, and develop a NAP roadmap in consultation with relevant agencies. Further tasks involve prioritizing and appraising sector-specific adaptation strategies, enhancing institutional capacities for adaptation planning, and ensuring the use of monitoring results to improve future planning. The role also requires preparing progress reports, developing sector-specific and overarching policy briefs, and creating an abridged version of the NAP with communication materials for the public.

Work Experience

A minimum of 5 years of professional experience is required in climate change adaptation planning and policy formulation, sectoral vulnerability and risk assessments related to climate change, or multi-stakeholder consultation and coordination processes. Experience in developing and implementing National Adaptation Plans (NAPs) or similar climate resilience strategies at the national or regional level is essential. Familiarity with government agencies, development partners, and local stakeholders is also important.

Skills

Proficiency in multi-sector NAP development and vulnerability assessments. Strong analytical, strategic planning, and coordination skills. Excellent communication and facilitation abilities, with experience engaging diverse stakeholders including government, civil society, and the private sector. Fluency in English is required; knowledge of local languages is an asset. Proven experience in climate action, including developing and implementing NAPs or similar strategies. Strong knowledge of national policies, frameworks, and international climate agreements (e.g., UNFCCC). Demonstrated ability to produce comprehensive technical reports and policy documents. Experience with GCF Readiness procedures is advantageous.
