WEFE Nexus and Capacity Development Specialist - Water and Agriculture
Organizational Context
Libya faces significant challenges in integrating climate change impacts across water, energy, food, and ecosystem sectors. Limited baseline data, institutional capacity gaps, and a lack of coordination mechanisms impede the development of integrated strategies. The Green Climate Fund (GCF) Readiness project aims to address these issues by strengthening governance and institutional frameworks for integrated climate change, water, energy, and food security strategies, with a specific focus on the WEFE nexus.
Job Purpose
The National WEFE Nexus and Capacity Development Specialist will provide crucial technical and coordination support for implementing project activities focused on the Water-Energy-Food-Ecosystems (WEFE) Nexus. This role involves strengthening institutional and governance arrangements, including developing the operational framework for the National Climate Change Committee (NCCC) and establishing a WEFE Sub-Committee. The specialist will also contribute to preparing a GCF concept note and a pre-feasibility assessment for a WEFE Nexus project, emphasizing water and agriculture. Furthermore, the position supports capacity development initiatives, such as Training of Trainers (ToT) programs, and ensures effective coordination and implementation of other project activities.
Responsibilities
Provide technical and logistical support for stakeholder engagement activities, including meetings, interviews, and consultations with key actors in agriculture, energy, water, and environment sectors. Review relevant studies, reports, and available information on water and agriculture to aid in developing the WEFE Nexus concept note. Offer technical input for the institutional arrangements and operational manual of the NCCC. Contribute technical expertise to the GCF concept note and pre-feasibility study for the WEFE Nexus Climate-Smart Agriculture project, with a focus on water and agriculture dimensions. Support the project team in the implementation and coordination of project activities to ensure successful outcomes and adherence to project objectives.
Work Experience
Requires at least 7 years of experience in climate change adaptation, with a strong preference for work related to agriculture, water resources, or food systems. Experience in developing and implementing integrated strategies for water, energy, food, and ecosystems is highly desirable. Familiarity with GCF project development processes and capacity building initiatives is advantageous.
Skills
Essential skills include a results-oriented approach, teamwork, effective communication, and relationship building. Candidates should demonstrate strong knowledge sharing and continuous improvement capabilities. Excellent understanding of national and regional climate policies, climate risk assessments, and their intersection with agriculture, water, energy, and food security strategies is crucial. Strong analytical and conceptual skills, creative thinking, and excellent writing and synthesis abilities are required. Prior experience working with UN agencies is considered an advantage.
