Organizational Context

The FAO Representation in Albania (FAOAL) leads FAO’s response to national priorities in food security, agriculture, and rural development, partnering with the Albanian Government and aligning with national and UN frameworks. This role is within the "MAKE-READY" project, a multi-country pandemic preparedness initiative funded by the Pandemic Fund. FAO and the World Bank are implementing entities. FAO's components focus on strengthening national and regional capacities for pandemic prevention, preparedness, and response using a One Health approach, particularly in animal health and agrifood sectors.

Job Purpose

The National Project Coordinator will be responsible for coordinating pandemic preparedness activities within the animal health and agrifood sectors, applying a One Health approach. This role contributes to FAO’s Strategic Framework 2022–31, specifically supporting the Programme Priority Area on One Health (BP3). The objective is to enhance national and regional capacities for preventing, preparing for, and responding to pandemics, ensuring a coordinated and effective implementation of project activities in Albania.

Responsibilities

The National Project Coordinator will support liaison and coordination with national authorities, technical institutes, professional bodies, and stakeholders across human health, animal health, and environmental sectors. Responsibilities include assisting in the planning, organization, and implementation of national project activities such as meetings and workshops, and providing in-country support to international specialists. The role involves facilitating planning, data collection, consultations, and communication with national counterparts. Additionally, the coordinator will support activities related to surveillance, laboratory systems, and workforce capacity development, provide technical input for policy and legislation updates, and help strengthen multisectoral coordination mechanisms. Contributions to developing technical guidelines, monitoring project implementation, reporting against indicators, and supporting financial and administrative coordination are also key. The role requires preparing technical reports and performing other relevant duties as assigned.

Work Experience

A minimum of five years of relevant professional experience is required in managing or coordinating projects and programmes in animal health and/or public health. This experience should include senior-level responsibility for planning, implementation, monitoring, and stakeholder coordination. Experience with international projects and familiarity with the Albanian institutional context are advantageous.

Skills

Key skills include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Demonstrated extensive experience in managing complex, multi-stakeholder projects in animal health, veterinary public health, or public health is essential, preferably with donor-funded projects. Proven knowledge of the UN system and FAO practices is highly desirable. A sound understanding of the One Health approach, national disease surveillance systems, and emergency preparedness is required. Experience engaging with senior government counterparts and coordinating across sectors is crucial. Proficiency in project cycle management, results-based management, monitoring, and evaluation is necessary. Excellent drafting, communication, and interpersonal skills in English and Albanian are required.
