Technical Expert (Gender, Climate Change, and Biodiversity)
Organizational Context
FAO supports agrifood system transformation for better production, nutrition, environment, and life. In Cambodia, FAO assists the government in food security and natural resource management. Under a project, FAO strengthens gender equality and social inclusion in climate change and biodiversity policies and planning. This involves enhancing evidence, promoting gender-responsive methodologies, and building capacities under national frameworks like NDC 3.0, NAP, and NBSAP. The Technical Expert will assist government institutions, especially the Ministry of Environment and its GMAG, in strengthening gender-responsive climate and biodiversity policies, monitoring, and capacities.
Job Purpose
The Technical Expert will focus on mainstreaming gender in national climate change and biodiversity policies, including NDC, NAP, and NBSAP. This involves integrating gender considerations into AFOLU sector planning and reporting. A key aspect is developing and promoting gender-responsive data, indicators, and methodologies for climate change and biodiversity initiatives. The role also entails building the capacity of government institutions and stakeholders in gender-responsive planning. Furthermore, the expert will contribute to strengthening the institutional capabilities of the Ministry of Environment's Gender Mainstreaming Action Group (GMAG) to effectively implement gender-sensitive approaches in environmental governance.
Responsibilities
The Technical Expert will refine and validate reviews of national climate change and biodiversity policies, including NDC 3.0, NAP, NBSAP, and CCCSP, from a gender equality and social inclusion perspective. They will contribute to policy brief development, summarizing findings and recommendations for strengthening gender mainstreaming in climate change, biodiversity, and agrifood sectors. The expert will support the Programme Advisor in providing inputs to the Gender Mainstreaming Action Group (GMAG) on gender-responsive methodologies, indicators, and data requirements for monitoring climate change actions. This includes reviewing existing gender-sensitive tools developed by FAO and partners for government use. The role involves refining capacity needs assessments, identifying institutional gaps in gender-responsive climate action, and strengthening training materials on gender, climate change, biodiversity, and agrifood systems. The expert will contribute to capacity development approaches, facilitate stakeholder consultations, and support technical discussions on gender mainstreaming in policies and programmes. They will also advise GMAG on technical content, lessons learned, and good practices for climate change knowledge sharing, and provide technical inputs to project implementation, monitoring, reporting, and coordination.
Work Experience
At least ten years of relevant experience in gender mainstreaming, social inclusion, climate change, biodiversity, or agriculture is essential. Working knowledge (level C) of English is also required. The candidate must be a national of Cambodia or a resident with a valid work permit.
Skills
The role requires strong knowledge of Gender Equality and Social Inclusion (GESI) frameworks, UNFCCC processes (NDC, NAP, BTR), CBD/NBSAP, and AFOLU sector MRV/indicator systems. Essential abilities include conducting policy and institutional analysis, developing gender action plans and policy recommendations, and designing gender-responsive indicators and tools. Candidates must possess strong project management, coordination, facilitation, and training skills, alongside excellent communication and drafting abilities for reports and policy briefs. Proven experience in supporting government institutions, policy integration, capacity building, and organizing stakeholder consultations is crucial. Cultural and gender sensitivity, and the ability to work independently and in multidisciplinary teams, are also key.
