Organizational Context
The Food and Agriculture Organization of the United Nations (FAO) supports the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems, contributing to the 2030 Agenda. As a specialized UN agency, FAO leads international efforts to achieve food security. FAO Country Offices provide policy advice, technical assistance, and capacity development, delivering core services in line with the Strategic Framework and Country Programming Frameworks. These offices advocate for policies, support investments, and mobilize resources for agrifood systems transformation. This position is located in the FAO Country Office in Syria.
Job Purpose
The primary purpose of this role is to provide expert support for institutional strengthening and organizational development within the Ministry of Agriculture (MoA) and its associated policy units. This involves facilitating comprehensive governance reform and enhancing operational systems to improve efficiency and effectiveness. The specialist will contribute to building robust institutional capacities, ensuring that the MoA is well-equipped to address challenges and implement policies crucial for sustainable agrifood systems transformation in Syria, aligning with FAO's broader strategic objectives.
Responsibilities
Lead and conduct comprehensive institutional and functional assessments to identify areas for improvement. Support organizational restructuring initiatives and facilitate governance reforms to enhance efficiency and accountability. Develop robust institutional systems, standard operating procedures (SOPs), and internal regulations. Assist in establishing effective coordination and management mechanisms, including management and scientific committees. Facilitate organizational development and change management processes to ensure smooth transitions and adoption of new frameworks. Review and update existing mandates, organizational structures, and workflows to optimize performance. Develop comprehensive governance frameworks and operational procedures. Strengthen internal communication and coordination systems across relevant units. Support the development and implementation of institutional capacity-building plans to foster continuous improvement and skill enhancement within the Ministry of Agriculture and its policy-related units.
Work Experience
A minimum of five years of relevant professional experience is required, specifically in supporting institutional reform and strengthening within the public sector. Additional experience may be considered for candidates with a bachelor's degree, as specified in the education requirements.
Skills
The role requires strong institutional analysis and organizational development skills, coupled with proven experience in governance reform and change management. Candidates must demonstrate the ability to facilitate institutional consultations and workshops effectively, alongside strong communication and coaching skills. Experience in developing Standard Operating Procedures (SOPs) and operational systems is essential. Working experience with UN Agencies and familiarity with FAO systems are preferable. Experience in fragile and transition contexts is desirable, and the ability to speak Arabic is an added advantage.
