Field Technical Coordinator (2 positions)
Organizational Context
The FAO is implementing the project “Strengthening Resilience of Inland Fisheries Affected by the Cyclone” (OSRO/SRL/090/JPN) in collaboration with the Ministry of Fisheries and NAQDA. This initiative aims to restore the income and livelihoods of inland fishers impacted by Cyclone Ditwah in Ampara, Batticaloa, and Trincomalee districts. The project supports reservoir restocking, installation of rearing cages and barrier nets, provision of fish breeding hormones, and capacity building for resilient inland fisheries systems. The Field Technical Coordinator will be based in Trincomalee and Ampara districts to facilitate project implementation.
Job Purpose
The Field Technical Coordinator will provide essential technical and field-level support for the implementation of fisheries and aquaculture activities under the project. Key responsibilities include overseeing the installation and management of fish cages and barricade nets, coordinating fish seed stocking, and strengthening community-based fisheries operations. The role involves close collaboration with NAQDA, district fisheries officers, Aquaculture Extension Officers (AEOs), Development Assistant Aquaculture Officers (DAEOs), and community organizations to deliver technical guidance, conduct field monitoring, and facilitate training programs. Ensuring quality implementation, adherence to environmental and social safeguards, and timely reporting are crucial for achieving project targets and deadlines.
Responsibilities
Support the field implementation of project activities, including the oversight of cage and barricade net installations. Provide technical guidance on aquaculture practices in collaboration with DAEOs and AEOs. Coordinate fish seed stocking activities with NAQDA and local communities. Organize, facilitate, and support training sessions for fishers and community-based fisheries organizations (CBFO/RFOs). Monitor all field activities, reporting progress systematically and maintaining comprehensive records of technical activities, training reports, photographs, and consent forms. Ensure strict adherence to environmental and social safeguards. Liaise effectively with district fisheries offices and communities. Support project-related data collection and monitoring efforts. Undertake any other tasks as assigned by the AFAOR (Programme) and Project Management Specialist.
Work Experience
A minimum of 4 years of experience in project coordination is required, including at least 2 years specifically within aquaculture or fisheries-related projects. Familiarity with the project implementation areas, particularly Trincomalee, Batticaloa, and Ampara districts, is highly desirable. Possession of a valid motorcycle riding license is also required.
Skills
Proficiency in Results Focus, Teamwork, Communication, Building Effective Relationships, and Knowledge Sharing. Demonstrated experience in field coordination, organizing and implementing activities, and managing multiple tasks to meet deadlines. Strong ability to work with rural fisheries organizations, community groups, and fisheries-dependent communities. Proficiency in Microsoft Office Suite (Excel, Word, Project, PowerPoint). Experience in organizing trainings, capacity building, logistics management, and administrative support. Practical knowledge of fisheries and aquaculture development activities is essential. Ability to travel to project sites as needed.
