Administration and Finance Specialist
Organizational Context
The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency dedicated to eradicating hunger and promoting food security globally. Its Strategic Framework aims to transform agri-food systems for greater efficiency, inclusivity, resilience, and sustainability, contributing to better production, nutrition, environment, and lives. FAO is supporting the Republic of Marshall Islands (RMI) through a GEF-funded project focused on sustainable food systems and integrated land/seascape management, aiming to deliver environmental and health benefits across six atolls.
Job Purpose
The Administration and Finance Specialist (AFS) will provide essential administrative and operational support for the successful implementation, monitoring, and evaluation of the project in the Marshall Islands. Working under the guidance of the National Project Director and in close collaboration with FAO and RMI government officials, the AFS will ensure the timely delivery of project outcomes and outputs. This role is crucial for managing project activities, facilitating operational arrangements, and supporting the overall project management team to achieve its objectives within the defined framework.
Responsibilities
The AFS will manage administrative and financial aspects of the project. This includes ensuring smooth implementation of activities according to work plans and FAO/GEF requirements, coordinating operational arrangements with partners, and managing contractual agreements. The role involves day-to-day budget management, monitoring cash flow, preparing budget revisions, and ensuring accurate financial reporting in line with FAO and GEF procedures. The AFS will execute operational requirements for personnel, procurement, and disbursements, represent the project in meetings, and promptly report any issues affecting project delivery. Additionally, the AFS will support capacity building in finance and administration for local partners and monitor budgets, analyze variances, and review financial reports from operational partners.
Work Experience
A minimum of 3 years of relevant experience is required in planning, project implementation, and the management/administration of development programs. This includes experience in preparing and monitoring development projects and understanding operations procedures.
