Organizational Context

The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency dedicated to achieving food security for all and leading international efforts to defeat hunger. Working in over 130 countries, FAO supports the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems. For over four decades, FAO has partnered with the Philippine government and other stakeholders to address challenges in agriculture, fisheries, and forestry, focusing on increasing sustainability, productivity, and resilience to disasters. The current project in Cagayan province aims to rebuild agricultural livelihoods affected by recent cyclones.

Job Purpose

The Monitoring & Evaluation (M&E) and Management Information System (MIS) Specialist is crucial for the successful implementation of the "Rebuilding agricultural livelihoods affected by multiple cyclones in Cagayan province" project. This role ensures that the project's logical framework, Monitoring, Evaluation, Accountability, and Learning (MEAL) Plan, and related documentation are effectively designed and executed. The specialist's work directly contributes to achieving the project's objectives by establishing robust systems for tracking progress, assessing impact, and facilitating adaptive management, ultimately supporting the recovery and resilience of affected farming and fishing communities.

Responsibilities

The M&E and MIS Specialist will provide guidance on the project's MEAL requirements, including enhancing the logical framework and selecting appropriate indicators for deliverables and reporting. Responsibilities include developing and managing the project's Risk Management Matrix, conducting baseline assessments, and ensuring all data collection captures gender-disaggregated and social inclusion information. The specialist will supervise beneficiary data collection using tools like KoBo Toolbox, manage grievance mechanisms, lead post-distribution monitoring, and support the analysis of cash-based transfers and exit surveys. They will also guide the documentation of best practices and lessons learned, extract and upload data to the MIS for aid disbursement, and conduct training for FAO Philippines staff on project tools. Additionally, the role involves supporting the preparation of accomplishment and final reports and undertaking other operational tasks as requested for project implementation.

Work Experience

A minimum of five years of relevant professional experience is required. This experience should encompass monitoring, evaluation, accountability, and learning (MEAL), data analysis, data visualization, and information management. A strong focus on the agriculture and disaster risk reduction sectors is essential. Experience with project logical frameworks and performance monitoring systems is also necessary.

Key skills include a results-oriented approach, teamwork, and strong communication abilities. The specialist should excel at building effective relationships and promoting knowledge sharing and continuous improvement. Demonstrated experience with project logical frameworks, performance monitoring, and M&E systems is vital. Proficiency in statistical analysis, data visualization tools (e.g., Tableau, Power BI), and MS Office Suite is required. Excellent written and oral communication skills in English and Tagalog are necessary, with knowledge of the Ilocano dialect being an advantage. Familiarity with FAO operational procedures is beneficial.
