Job Purpose
The Associate Performance and Budget Analyst supports senior colleagues within the Program Performance and Budget Service (PPBS) by contributing to a wide array of operational, budget, financial reporting, and performance-related activities. This role is crucial for ensuring WIPO's programs are planned, budgeted, implemented, and monitored effectively, aligning with the Results-Based Management (RBM) framework and Financial Regulations. The incumbent will assist in preparing and analyzing financial and programmatic data for planning and reporting cycles, including the Program of Work and Budget. They will also help monitor budget implementation, process administrative actions within ERP systems, and compile performance data. This position plays a key part in enhancing organizational service delivery and supporting informed decision-making through accurate data analysis and reporting.
Responsibilities
The Associate Performance and Budget Analyst prepares, compiles, and analyzes financial and programmatic data to support WIPO's planning, monitoring, and reporting cycles, including the creation of the Program of Work and Budget and WIPO Performance Reports. This involves assisting various Sectors with their biennial and annual planning, implementation, monitoring, and performance assessments, and analyzing financial resource requests against workplans to propose service-oriented solutions. The incumbent monitors budget implementation and utilization, preparing analyses, identifying issues, and proposing solutions to enhance organizational service delivery, while also resolving queries and escalating complex matters as needed. Key administrative duties include processing actions, budget journals, and reviewing recruitment and contract extension requests, verifying financial resources within ERP systems like AIMS and WePerform. The role also requires extracting, transforming, validating, and reconciling data from ERP systems for quarterly and annual monitoring reports, ensuring data integrity. Furthermore, the analyst compiles, reviews, and validates Sector performance data, preparing timely reports to support informed decision-making. They contribute to workflow reviews, streamlining operational processes and reporting through AI and automation, and participate in user acceptance testing for ERP system enhancements.
Work Experience
At least three years of professional work experience is required, specifically in results-based management, finance, or budgeting. Candidates must also demonstrate proven experience working with an Enterprise Resource Planning (ERP) system.
Skills
Essential skills include a strong knowledge of Results-Based Management and budgetary practices. Candidates must possess robust analytical, investigative, and critical thinking skills to collect, validate, and present programmatic, budgetary, and performance information accurately. Proficiency in Microsoft Office, particularly Excel, and meticulous attention to detail are crucial.
