Associate Program Officer
Organizational Context
The PCT Legal and User Support Section provides legal advice on PCT matters to users, implements regulatory changes, and conducts outreach. Located within the PCT Legal and International Affairs Department of the Patents and Technology Sector, this section ensures smooth operation of the PCT system and user understanding.
Job Purpose
The Associate Program Officer assists the Deputy Director by investigating, analyzing, and preparing PCT applications with legal or procedural difficulties for decision. This role involves maintaining case statistics, responding to user queries, providing access to International Bureau files, and issuing certified document copies. Additionally, the incumbent contributes to outreach and promotional activities to enhance awareness and comprehension of the PCT system among current and potential users.
Responsibilities
Investigate, analyze, and research PCT applications facing legal or processing issues, preparing them for decision. Draft correspondence and internal memoranda to resolve application problems, address file access requests, and issue certified copies. Review and comment on PCT procedure-related documents. Communicate with PCT Operations on procedural matters and propose data-informed improvements. Provide general PCT procedure information and specific legal/procedural advice. Prepare draft PCT forms and assist with implementing amendments to PCT Regulations. Administer the "Basic PCT Distance Learning Course," including updates and translations, and respond to user inquiries. Contribute to outreach activities, including training and webinars, to promote the PCT system. Support data analytics by collecting and analyzing user feedback and procedural data. Foster high-quality, customer-focused services by identifying needs and recommending best practices.
Work Experience
At least three years of relevant professional experience, including experience with the PCT system. Desirable experience includes legal or paralegal roles, data analysis, and conducting outreach activities.
