Organizational Context
The WHO/AFRO Emergency Preparedness and Response (EPR) Cluster strengthens Member States' capacity to manage health emergency risks and leads international responses to contain outbreaks. It focuses on building resilient health systems and advancing the Regional Strategy for Health Security and Emergencies. The Joint Emergency Preparedness and Response Action Plan (JEAP) is a key initiative within this cluster, operationalizing regional strategies.
Job Purpose
The Programme Management Officer (PMO JEAP) supports the WHO AFRO Emergency Preparedness and Response (EPR) Cluster by overseeing the program cycle for the Joint Emergency Preparedness and Response Action Plan (JEAP). This role involves close collaboration with WHO AFRO, WHO EMRO, and Africa CDC to ensure the effective implementation of JEAP strategies and initiatives. The PMO will lead the Program Management Office from the WHO side, providing critical support to the JEAP Secretariat and contributing to the overall goals of the EPR Cluster in managing health emergency risks and coordinating responses across the region.
Responsibilities
Facilitate the governance and management structures of the JEAP Secretariat. Coordinate weekly focal point meetings and quarterly Steering Committee meetings involving WHO AFRO, WHO EMRO, and Africa CDC. Manage Technical Working Groups (TWGs) by facilitating monthly meetings and ensuring workplan follow-up. Ensure coordination between TWGs, focal points, and stakeholders for timely progress on activities. Monitor JEAP progress, budgets, and workplans, providing regular reports. Identify potential risks and assist in developing mitigation strategies. Support partner engagement by preparing materials and assisting with strategic planning. Assist in developing proposals for resource mobilization. Support reporting activities and organize key events. Produce communication and knowledge products to enhance JEAP visibility and learning. Act as the technical focal point for service providers and consulting firms.
Work Experience
Essential: At least two years of proven experience in a program or project management role at the international level, including experience in public health development and/or emergency management. Desirable: Prior work experience within the UN system, private sector, recognized humanitarian organizations, or international NGOs. Proven experience in program strategy development, including writing and editing materials for various audiences.
Skills
Expert knowledge of English and a working knowledge of French (or vice versa). Desirable: Portuguese. Skills include: background and objectives of emergency management programs; exceptional project management; consensus building; problem-solving; research and documentation; work-processing approaches; exceptional writing; strong facilitation; skilled communication with diverse stakeholders; strong interpersonal and organizational skills.
