Organizational Context
The Office of the Regional Director (ORD) in the WHO African Region provides technical advice and coordination to support the Regional Director's mandate. It oversees initiatives, monitors progress, and fosters collaboration with member states, UN agencies, and other international partners to ensure effective leadership and delivery of WHO's health agenda in the region.
Job Purpose
This role serves to technically and operationally advise the Regional Director (RD) and ensure the efficient coordination of the Office of the Regional Director (ORD). The purpose is to enable the RD to effectively fulfill their functions, including providing policy, managerial, and diplomatic guidance. The position involves analyzing and monitoring WHO's strategic directions and Governing Body decisions within the region, facilitating cross-cluster collaboration, and overseeing corporate services such as communications, partnerships, and rights initiatives. The aim is to strengthen WHO's regional positioning and ensure coherent execution of the work program in alignment with global mandates and member state needs.
Responsibilities
Lead and facilitate the development and implementation of the ORD's plan of work, promoting synergy and monitoring action points. Provide analytical, policy, managerial, and strategic advice to the RD, including monitoring WHO Governing Body decisions and reviewing global policy group impacts. Develop proposals for corporate management and operational issues. Guide the RD on strengthening regional positioning through advocacy, communications, and partnerships. Oversee management mechanisms and the implementation of the RD's work program. Ensure efficient coordination of the ORD's activities, including managing the RD's schedule, monitoring commitments, and quality assurance of briefs and reports. Facilitate effective communication within the ORD and optimize the RD's time. Coordinate key decision-making activities and representational functions. Manage and lead ORD staff, ensuring performance, development, and adherence to organizational values. Establish work objectives and conduct performance evaluations for direct reports.
Work Experience
A minimum of fifteen years of national and international experience is required, including at least three years in a senior management position at the international level. Experience should include providing policy and political advice to senior managers and demonstrating engagement with strategic international partnerships and alliances. Proven managerial and leadership skills, excellent analytical and organizational skills, and the ability to establish and maintain partnerships are essential. Proficiency in standard office software and eHealth tools is also required.
