Organizational Context
The Programme Planning, Budget, Monitoring and Evaluation (PME) unit at EMRO is responsible for strategic planning, budget management, and corporate performance monitoring, assessment, and reporting. It coordinates Programme Budget development using results-based management, facilitates operational planning, and assesses performance against organizational priorities. PME advises on resource allocation and ensures programmatic and budget accountability, reporting to Cabinet and Governing Bodies.
Job Purpose
The Technical Officer's primary purpose is to significantly contribute to the effectiveness of the Programme Planning, Budget, Monitoring and Evaluation (PME) unit within EMRO. This involves a comprehensive engagement in strategic and operational planning, technical monitoring, performance assessment, and corporate reporting across all WHO programs, with a particular focus on health programming. The role is instrumental in ensuring that program development and implementation strictly adhere to results-based management (RBM) principles, thereby aligning all activities with the Organization's mandate, policies, and strategies. The officer will lead efforts to measure progress against critical frameworks such as the General Programme of Work, Regional Strategic Operational Plan, and Flagship Initiatives. This position is vital for enhancing programmatic and budget accountability, facilitating informed decision-making for senior management and governing bodies, and ultimately driving continuous performance improvement in public health initiatives throughout the biennium. The officer will also play a key role in building regional capacity in public health program planning, monitoring, and reporting.
Responsibilities
The Technical Officer will undertake key responsibilities focused on planning, monitoring, and evaluation across all WHO programs, particularly health programming. This includes:
- **Strategic and Operational Planning**: Contributing to the development of regional process guidance, briefings, and tools. Providing targeted support to Budget Centers to ensure timely and high-quality submissions that align with public health and results-based principles. Consolidating submissions from various centers to compile comprehensive region-wide reports.
- **Performance Monitoring and Reporting**: Conducting technical monitoring, specifically tracking health-related output indicators linked to the General Programme of Work (GPW), Regional Strategic Operational Plan, and Flagship Initiatives. Performing thorough performance assessments and preparing corporate reports, such as Mid-Term Reviews and End-of-Biennium Assessments. Developing essential reports and presentations for high-level meetings, including those for the cabinet, programme governance committee, and regional governing bodies.
- **Capacity Building and Technical Advisory**: Facilitating and organizing capacity-building events focused on public health programme planning, monitoring, and reporting for EMR staff, PME focal points in Budget Centers, and national counterparts. Preparing detailed technical briefing notes and other reports on PME functions for senior management, country functional reviews, audit, and administrative reviews. Actively participating in joint programme and administrative reviews to ensure integrated oversight.
Work Experience
Essential: A minimum of two years of work experience in public health programme management, encompassing strategic and operational planning, technical monitoring and evaluation (using quantitative and qualitative methods), organizational performance assessment, and corporate reporting, all utilizing Results-based management.
Desirable: Experience with WHO technical programmes, processes, and policies, along with experience working with government counterparts.
Skills
Sound understanding of public health programs and health systems.
Proficiency in Results-based management (RBM) for adaptive management.

Expertise in technical monitoring, performance assessment, reporting, and evaluation.
Strong analytical skills, including health data and indicator interpretation.
