Job Purpose

The International Consultant, Programme and Policy Officer (CSTII) will provide strategic and technical guidance to WFP Chad's expanding resilience portfolio. Based in N'Djamena, the role involves supporting the planning, design, and resource mobilization for resilience, natural resources management, and food systems projects. The incumbent will contribute to the implementation of the WFP Chad SO3 strategy by offering technical advice on resilience, food for assets, and livelihoods, fostering synergies between activities, and ensuring programmatic quality. This position requires forging strategic partnerships with government and non-governmental actors, guiding scaling-up operations, and advocating for resources to enhance the resilience of vulnerable communities against shocks and stressors.

Responsibilities

The World Food Programme (WFP) in Chad seeks a consultant to strengthen its Resilience team. This role involves providing strategic and technical guidance for planning, designing, and implementing resilience, natural resources management, and food systems projects, with a focus on resource mobilization and direct project support. The consultant will contribute to the WFP Chad SO3 strategy by offering technical advice and oversight on complex strategies related to resilience, food for assets, and livelihoods. Key responsibilities include fostering synergies between activities that build community resilience to shocks, such as creating climate-smart assets, supporting livelihoods, strengthening food systems, and promoting climate adaptation. The position requires forging strategic partnerships with government, UN, and non-UN actors to enhance program effectiveness and support advocacy. The consultant will also provide technical expertise to government stakeholders and partners, identify and develop operational partnerships, and enhance WFP's leadership in relevant forums. Additionally, the role involves advocating for resources, advising on functional training, leading a team, and ensuring efficient use of financial resources. The ideal candidate will have experience working with governments and international organizations, managing complex programs, and direct field experience in resilience and livelihood approaches, with fluency in French and English being essential.

Work Experience

Requires at least 3 years of professional experience with a Master's degree, or 5 years with a Bachelor's degree, relevant to the role.
