Job Purpose
The Lead Civil Engineer will provide essential technical leadership for WFP Cambodia's infrastructure development initiatives, particularly focusing on expanding multi-purpose safe evacuation centers and related disaster preparedness infrastructure. This role is crucial for strengthening national and sub-national capacities in disaster preparedness, anticipatory action, and emergency response, as funded by the U.S. Global Award. The incumbent will oversee the entire project lifecycle, from planning and design through procurement, construction, and quality assurance, ensuring all infrastructure investments comply with WFP engineering standards, national regulations, and disaster-resilient design principles. By collaborating closely with government counterparts, consultants, contractors, and WFP teams, the Lead Civil Engineer will ensure timely, within-budget, and high-quality delivery of infrastructure, directly contributing to enhanced disaster preparedness and emergency response capabilities in Cambodia.
Responsibilities
The Lead Civil Engineer will provide technical leadership for the planning, design, procurement, construction, and quality assurance of infrastructure investments, primarily focusing on multi-purpose safe evacuation centers and related disaster preparedness facilities in Cambodia. This role involves ensuring compliance with WFP engineering standards, national regulations, and disaster-resilient design principles. Key responsibilities include leading engineering project management throughout the project cycle, applying international best practices and innovative solutions adapted to the local context. The engineer will conduct site assessments, review technical designs and cost estimates, and prepare tender documentation. They will oversee procurement, contract management, and construction supervision, ensuring projects are delivered on time, within budget, and to high-quality standards. The role also requires preparing technical reports, liaising with government counterparts and stakeholders, and contributing to emergency preparedness and response efforts by providing engineering expertise. Capacity strengthening of government counterparts and WFP staff in infrastructure management is also a crucial aspect. The position demands identifying and mitigating technical, operational, and construction-related risks throughout project implementation.
Work Experience
The role requires extensive experience in managing medium to large-scale infrastructure and construction projects, encompassing design, procurement, contract management, supervision, and quality assurance. Demonstrated experience in planning and delivering public infrastructure, preferably in developing or humanitarian contexts, is essential. The candidate must have experience preparing and reviewing technical designs, specifications, bills of quantities, tender documents, and construction contracts. Proven ability to manage multidisciplinary teams, consultants, and stakeholders to meet timelines and budget objectives is also required, along with experience working with government institutions and donor-funded programs.
