Organizational Context

These positions are primarily based in WFP field offices, reporting to a Programme Policy Officer or Programme Assistant. The reporting hierarchy may vary depending on office size. At this level, work is performed with minimal supervision, requiring well-organized and accurate technical work and the preparation of related reports. Guidance on standard practices may be provided to other staff and counterparts.

Job Purpose

The Field Monitor (Auxiliar de Seguimiento) plays a crucial role in supporting the effective delivery of assistance by conducting monitoring activities within a designated coverage area. This involves verifying the planned movement and distribution of food or non-food items, promptly identifying and reporting any issues or discrepancies to the supervisor for resolution. The role ensures that the quantity and quality of distributed items meet WFP standards. Additionally, the Field Monitor is responsible for maintaining records of monitoring plans and program checklists, collecting program assistance data according to defined guidelines to support program reviews and informed decision-making, and gathering feedback from cooperating partners and beneficiaries to enhance operational efficiency and program effectiveness. The position also involves providing guidance to cooperating partners on WFP's monitoring tools and methods, preparing field mission reports, and adhering to emergency intervention processes for food assistance.

Responsibilities

The primary responsibilities involve overseeing the distribution of food and non-food items, ensuring compliance with World Food Programme (WFP) standards in terms of quantity and quality. This includes verifying planned movements, identifying and resolving discrepancies with supervisors, and maintaining detailed records of product movements and program checklists to support effective delivery. The role requires collecting program assistance data to aid in reviews and informed decision-making. It also entails liaising with cooperating partners and internal stakeholders to gather feedback for program evaluation and service improvement, as well as compiling feedback from partners and beneficiaries to identify programmatic issues and enhance operational efficiency. Guidance is to be provided to cooperating partners on WFP operational practices and monitoring tools to facilitate self-monitoring and increase WFP visibility. The position involves preparing field mission reports, adhering to emergency intervention procedures for food assistance, and designing, organizing, and evaluating social and community projects focused on disaster risk management and humanitarian action. Direct implementation of field activities, fostering community and authority links, ensuring financial execution, creating safe community spaces, and coordinating with public and private institutions are also key duties. Finally, implementing project monitoring and evaluation systems, ensuring transparency, and submitting regular reports are essential.

Work Experience

The role requires four years of demonstrated work experience in similar activities, including experience in analyzing product data and program impacts. General knowledge of WFP's monitoring and evaluation systems and standards is also expected.
