Job Purpose
The Programme Associate (EPR) will provide specialized support and technical analysis for emergency preparedness and response activities within WFP Liberia. This role is crucial for managing, tracking, and ensuring compliance with cooperating partner agreements and operational partnerships. The incumbent will contribute to the development and implementation of emergency plans, coordinate with various stakeholders including government counterparts and NGOs, and manage information related to preparedness and response. Additionally, the role involves supporting partner management processes, including reviewing agreements, maintaining databases, and facilitating communication to ensure smooth program delivery and operational readiness in emergency situations.
Responsibilities
The role involves dual responsibilities: supporting emergency preparedness and response (EPR) and serving as a focal point for cooperating partner management. For EPR, this includes developing and updating emergency plans, contingency tools, and response protocols, ensuring alignment with WFP policies and humanitarian standards. It requires project management for preparedness activities, simulation exercises, and action plan follow-ups. Key tasks involve maintaining communication with various units and partners to gather updates on needs and challenges, managing information through early warning monitoring, risk tracking, and dashboard creation, and compiling/analyzing data for decision-making. The role also supports the preparation of emergency-related documents and coordinates with internal and external partners for coherent planning and risk identification. Capacity strengthening for staff and partners on EPR is also a component. As a cooperating partner management focal point, the role coordinates and follows up on partnership agreements (FLAs, MoUs, LoUs). This includes reviewing draft documentation for completeness and compliance, maintaining partner information management tools, and tracking agreement timelines for amendments or closures. The position supports partner mapping, expressions of interest, due diligence, and selection processes. It provides secretariat support to the Cooperating Partner Committee, acts as a focal point for partner management systems, and supports partner performance reviews, spot checks, and capacity-building sessions. Regular communication with partners regarding their obligations and requirements is essential.
Work Experience
Candidates need at least six years of progressively responsible experience in programme implementation, emergency preparedness and response, food assistance, partner management, project management, field operations, or administration. This includes supporting program implementation with various teams and partners. Desirable experience covers preparing/reviewing partnership agreements, budgets, reports, and compliance, as well as emergency preparedness and response planning. Maintaining databases, trackers, and preparing analytical reports is also required, along with proficiency in Excel and basic database tools.
