Job Purpose
The WFP Honduras office seeks a specialized consultant to conduct a comprehensive mapping of financial, legal, and political landscapes related to anticipatory action (AA). This role is crucial for identifying and documenting sustainable funding sources, enabling legal and policy frameworks, and fostering public-private and international collaborations. The consultant will analyze existing AA mechanisms, legal structures, and funding opportunities to develop a robust strategy for resource mobilization. The objective is to ensure the long-term sustainability and scalability of Honduras' National Anticipatory Action Framework, supporting vulnerable populations affected by climate-related disasters and food insecurity. This position directly contributes to strengthening disaster risk management and building resilience in Honduras.

The consultant will deliver a detailed work plan, a mapping of funding sources, a synthesis of legal and policy opportunities, an analysis of collaboration mechanisms, and a consolidated final report with a financing roadmap.
Work Experience
The role requires a total of 8 years of cumulative experience. This includes a minimum of 5 years in disaster risk management or reduction, 2 years in anticipatory action or early warning response mechanisms, 3 years analyzing legal/regulatory frameworks in Honduras or Central America, and 2 years mapping climate or humanitarian financing.
