Job Purpose
The Senior IT Emergency Coordinator will lead WFP's Information Technology response to emergencies, ensuring the rapid assessment, establishment, and restoration of communication services. This role involves global and local leadership of the Emergency Telecommunications Cluster (ETC) and the FITTEST team, crucial for humanitarian operations. The coordinator will collaborate with stakeholders to meet urgent communication needs, support decision-making for the Humanitarian Coordinator, and contribute to strategic planning, including Digital Assistance activities and Services to Affected Communities. Responsibilities include project leadership, budget negotiation, resource mobilization, capacity building, and representing WFP at coordination meetings, often in challenging field environments.
Responsibilities
The Senior IT Emergency Coordinator role involves leading and managing the World Food Programme's (WFP) Information Technology response to emergencies. This includes coordinating global and local leadership of the Emergency Telecommunications Cluster (ETC), rapid deployment of the Fast IT, Telecommunications and Coordination Support Services Team (FITTEST), and supporting Digital Assistance operations. The coordinator is responsible for assessing, building, enhancing, and restoring communication services during crises, often within 48 hours. Key accountabilities include leading emergency response technology projects, managing field projects related to ETC and Service Agreements, representing the Technology Division, and identifying/prioritizing technology needs for humanitarian responders. The role also entails developing operational concepts, staffing plans, and budgets, negotiating with management, chairing coordination meetings, and advocating for funding with donors. Furthermore, the coordinator ensures adequate emergency technology preparedness, supports inter-agency contingency planning, mobilizes resources, builds local capacity, and liaises with governments on telecommunication issues. They will also support Digital Assistance interventions and supervise personnel as needed, contributing to the overall strategic priorities of WFP's response efforts and ensuring effective humanitarian assistance reaches those in need.
Work Experience
Requires a university degree in Technology or Business Management, or equivalent post-secondary education with extensive practical field experience. A minimum of 8 years of experience in a relevant field is necessary. The role also demands the ability to design, plan, and execute projects, particularly in emergency situations, and willingness to work in challenging conditions with rapid response capabilities.
