Job Purpose
The Senior Data Analyst - Consultant will provide specialized, senior-level data analytics expertise to the Office of the Inspector General (OIG). This role is crucial for strengthening innovation, enhancing audit and investigation coverage, and improving the efficiency and effectiveness of oversight activities through data-driven approaches. The consultant will be responsible for extracting, cleaning, transforming, and analyzing data from various corporate systems, developing repeatable analytics and dashboards to support audit work, and identifying trends, patterns, and potential risk indicators. Key responsibilities include providing strategic advisory support to OIG management, formulating actionable recommendations, and contributing to the design and implementation of data pipelines and analytics solutions. The consultant will also play a vital role in strengthening OIG’s capacity to use data analytics and digital tools in its oversight processes, including providing technical guidance to other data analysts and ensuring the quality and reproducibility of analytical outputs.
Responsibilities
The consultant will provide expert data analytics support to the Office of the Inspector General (OIG). Key responsibilities include strategic advisory on data-driven audit planning, risk assessment, and oversight strategies, identifying opportunities for efficiency and expanded coverage. This involves developing proposals for new analytical solutions and contributing to the OIG's data analytics roadmap. The role requires extracting, cleaning, and analyzing data from various sources, assessing data quality, and performing transformations. The consultant will conduct exploratory and targeted analyses to identify trends, outliers, and control weaknesses, developing repeatable workflows for data preparation. Support will be provided to audit and oversight engagements by recommending audit scope, sampling strategies, and translating audit questions into data analytics procedures. The consultant will also design and develop complex visualizations and dashboards to communicate findings effectively, advising on key indicators and metrics. Furthermore, the role involves acting as a subject matter expert, leading the development of OIG's data analytics approaches, defining best practices, and providing knowledge transfer to OIG staff to strengthen internal capabilities. Coordination with relevant stakeholders for data access and ensuring compliance with organizational rules, confidentiality, and security standards are also crucial aspects of the role.
Work Experience
Requires 5 to 10 years or more of relevant professional experience as a Data Analyst, Data Scientist, or Data Engineer. This experience can be from a professional role or advanced academic studies with direct data science applications.
