Organizational Context

The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives and building pathways to peace and prosperity. In the Pacific, WFP supports 14 island states facing significant climate-related hazards and development challenges. The WFP Multi-Country Office for the Pacific (PMCO) works to enhance disaster preparedness and response, acting as a convenor and enabler for governments and partners.

Job Purpose

The Programme Policy Officer (Partnerships) will play a crucial role in strengthening WFP's programmatic efforts in the Pacific. This position involves supporting the design, implementation, monitoring, and learning of WFP's programmes, with a strong emphasis on fostering strategic and operational partnerships. The role requires coordinating across various functions and with teams on the ground to ensure coherent and impactful programme delivery. A key responsibility will be to contribute to WFP's strategic planning processes, including the development of country strategic plans and policy support, leveraging evidence and analysis to inform programmatic coherence and scaling. The officer will also be instrumental in identifying and cultivating relationships with diverse partners, including governments, regional organizations, NGOs, and the private sector, to enhance sustainable food security, nutrition, and disaster management initiatives across the Pacific Island Countries and Territories.

Responsibilities

The role involves contributing to the development of projects, plans, and processes, supporting project management by defining milestones and tracking progress across various functions. This includes enhancing coherence and impact across logistics, emergency telecommunications, programme, VAM, and other areas. Collaboration with internal and external counterparts, including those on PICTs, is crucial for effective teamwork, project monitoring, and risk identification. The position also supports the design, implementation, and analysis of program-related data and evidence, integrating emerging evaluation findings into programming. A key responsibility is coordinating strategic planning processes at the MCO level, contributing to UN and WFP country strategic planning, and developing program strategies. Engaging with partnerships, reporting, and communications teams ensures accurate and timely reporting on programs and activities for informed decision-making. Furthermore, the role requires researching and analyzing information for scenario planning, particularly for El Nino, and translating this into evidence-based planning and support for governments and partners. Acting as a technical lead on operational partnerships, the role ensures normative frameworks are fit for purpose and aligned with WFP standards, while supporting the development and management of strategic partnerships to enhance food security, nutrition, and disaster management in the Pacific.

Work Experience

The role requires at least five years of professional experience in supporting complex program design, reporting, evidence, and learning. A strong understanding of WFP's mandate and strategic plan objectives is essential, along with experience working with WFP in the Asia and Pacific regions. Direct experience with UN and WFP strategic planning processes is also a key requirement. Familiarity with WFP's localization commitment and approach, and a commitment to capacity strengthening are preferred.
