Job Purpose

The Consultant Monitoring & Evaluation will provide strategic leadership and direction for monitoring activities within the Research, Assessments, Monitoring & Evaluation (RAME) unit in Accra, Ghana. This role is crucial for ensuring WFP's commitment to evidence-based results, performance management, and accountability to all stakeholders. The consultant will guide the development and refinement of the monitoring framework, including indicators, tools, and methodologies, ensuring alignment with WFP's Country Strategic Plan (CSP) and corporate standards. Responsibilities include updating and implementing Ghana's Monitoring Strategy, advising management on trends and performance gaps, and ensuring the integration of cross-cutting priorities such as gender, protection, and accountability to affected populations (AAP). The consultant will also develop innovative monitoring approaches, lead capacity strengthening initiatives for staff and partners, and strengthen linkages between RAME and Programme units to enhance the evidence base across the programme cycle. This position is vital for safeguarding programme integrity, enabling adaptive management, and informing strategic decision-making through reliable data and insights.

Responsibilities

The CST Monitoring & Evaluation, Grade II role at the World Food Programme (WFP) in Accra, Ghana, is crucial for ensuring evidence-based results and performance management. The position involves providing strategic leadership for monitoring activities, aligning them with WFP’s corporate Results Framework, Monitoring Strategy, and Country Strategic Plan (CSP). Key responsibilities include guiding the development and refinement of the monitoring framework, updating and implementing the Ghana Country Office's monitoring strategy, plans, and standard operating procedures (SOPs). This role requires advising management on monitoring trends, risks, and performance gaps, translating data into actionable recommendations for decision-making. It also emphasizes the integration of cross-cutting priorities like gender, protection, and accountability to affected populations (AAP) into monitoring systems. The position will develop innovative monitoring approaches, including remote and digital data collection, and lead capacity strengthening for staff and partners on monitoring standards and data use. Furthermore, the role involves strengthening linkages between the Research, Assessments, Monitoring & Evaluation (RAME) unit and Programme teams, representing WFP in external meetings, and ensuring effective reporting of monitoring results to stakeholders. The ultimate goal is to enhance programme integrity, effectiveness, and impact through robust monitoring and data-driven insights.

Work Experience

Requires a minimum of eight years of relevant professional experience, including in monitoring and policy development. Must possess proven knowledge and skills in Monitoring and Evaluation (M&E), including logframe preparation and indicator definition. Practical experience in collecting, compiling, analyzing, and presenting monitoring data for management decisions, program adjustments, and donor reporting is essential. Proficiency in using various quantitative and qualitative analytical tools and methods is also required.
