Job Purpose
The CSP Mid-term Review Consultant will facilitate a participatory exercise to assess the performance of WFP's Country Strategic Plan (CSP) in Bhutan for the period January 2024 to June 2026. This role is crucial for internal learning, informing operational decision-making, and identifying necessary adjustments to ongoing programmes. The consultant will analyze progress towards CSP outcomes, focusing on areas such as resilient food systems, nutrition integration, social protection, emergency preparedness, and capacity strengthening for government institutions and private sector partners. Key responsibilities include reviewing implementation effectiveness, identifying constraints and enablers, and assessing coherence with the Royal Government of Bhutan's development priorities. The consultant will produce a comprehensive report with action-oriented recommendations to enhance future results, ensuring the CSP remains aligned with national goals and effectively addresses challenges like the triple burden of malnutrition and climate change impacts on agriculture.

Work Experience
Requires 6-10 years of experience in the humanitarian/development field, with prior experience working with WFP on reviews, evaluations, or monitoring. Essential skills include project management, advanced analysis, stakeholder relationship management, and the ability to engage diverse groups. Technical knowledge in food systems, resilience, emergency preparedness, and development programs is necessary. Familiarity with gender, protection, and inclusion issues, as well as humanitarian/development planning systems, is also required.
