Job Purpose
The Programme Digitalization Transformation Advisor will provide strategic guidance and technical support to WFP country operations in strengthening digital systems for social protection. This role involves mapping and assessing government and humanitarian ecosystems, implementing corporate digital empowerment initiatives, and designing/deploying open-source MIS solutions for beneficiary registries and integrated systems. The advisor will enhance the resilience and sustainability of social protection systems by integrating climate data and AI-driven analytics, and contribute to corporate guidance on digital assessment and assistance. Key responsibilities include supporting country offices in developing strategic positioning, articulating WFP's value proposition in digitalization, and leading cross-functional coordination to ensure alignment with corporate strategies and effective support to country teams. The role also focuses on improving programme digitalization knowledge management and capacity building for WFP staff, partners, and governments.
Responsibilities
The Programme Digitalization Transformation Advisor will play a crucial role in strengthening digital systems for social protection initiatives within the World Food Programme (WFP). This involves mapping and assessing government and humanitarian digital ecosystems to inform strategic guidance and country-level plans. The advisor will implement corporate digital empowerment initiatives, focusing on gathering requirements, designing technical architectures, and deploying open-source MIS solutions for identity management, beneficiary registries, and shock-responsive systems. A key responsibility is enhancing the resilience and sustainability of social protection systems by integrating climate data and leveraging AI for predictive analytics and shock responsiveness. The role also includes supporting the development and piloting of corporate guidance on digital assessment and assistance, and assisting country offices in developing their strategic positioning for social protection and school feeding digitalization. The advisor will provide expertise in technical assessments, policy briefs, and concept notes, ensuring alignment with corporate guidance and WFP standards. Furthermore, they will lead knowledge management efforts, facilitate communities of practice, and provide technical and project management support for the implementation of digital systems, including capacity building for WFP staff, partners, and government entities. This position requires a strong understanding of international development, humanitarian assistance, and digital/data lifecycle management in social sectors, with an emphasis on collaboration and solution-focused client orientation.
Work Experience
Requires a university degree in Statistics, Economics, Business, or Computer Science. Must have at least 10 years of progressive postgraduate professional experience in IT/technology, data management, or analytics, including three international years. Additionally, at least 3 years of experience in social protection IT/technology or data management is necessary. Experience with government technological solutions and WFP regional/country offices is advantageous.
