Job Purpose
The Consultant HR Officer will manage the delivery of professional, client-focused HR services, partnering with senior management to implement HR solutions aligned with WFP's corporate priorities. This role involves developing country-specific HR plans and processes, advising managers and staff on complex HR issues, and ensuring effective management of the employment relationship. Key responsibilities include capability building, talent management, organizational design, onboarding, and leading a small HR team. The incumbent will also monitor HR data, prepare statistics, conduct analysis, and contribute to the development and implementation of new HR policies and systems, ensuring compliance and support for WFP's strategic goals.
Responsibilities

This involves participating in the development of country-specific HR plans and processes, and leading operational activities or projects to meet local objectives and support WFP's strategic goals, ensuring adherence to wider WFP policies. Key duties include advising managers and employees on complex HR issues, ensuring correct application of policies and procedures, and managing the employment relationship by determining conditions of service, contracts, and entitlements. The role also encompasses resolving employee relations issues, managing capability building through development solutions, and planning effective onboarding processes. Furthermore, the HR Officer contributes to talent management by implementing recruitment, retention, and development strategies for a high-caliber workforce. They also lead organizational design activities to improve efficiency, manage and motivate a small HR team, monitor data accuracy and compliance, and prepare statistical analysis. Maintaining knowledge of HR best practices and supporting the development of new policies and systems are also crucial responsibilities.
Work Experience
Requires five to ten years of postgraduate professional experience in Human Resources. An interest in international humanitarian development is also preferred.
