Job Purpose
The Programme Associate (EPR) will provide specialized technical and coordination support to provincial governments in enhancing disaster preparedness and anticipatory action systems. This role focuses on the pilot implementation of impact-based forecasting, integrating anticipatory action into local disaster risk reduction initiatives, and supporting provincial coordination mechanisms. Key responsibilities include developing work plans, contingency planning in priority locations, and building capacity for El Niño preparedness in drought-prone districts. The incumbent will liaise with government counterparts, UN agencies, NGOs, and the private sector to identify priorities and gaps, ensuring effective coordination and operational engagement. This position is crucial for strengthening local ownership and preparedness capacities to mitigate the impact of disasters and climate change.
Responsibilities
The primary responsibility of this role is to provide specialized technical and coordination support to provincial governments in enhancing disaster preparedness and anticipatory action systems. This involves piloting impact-based forecasting (IBF), integrating anticipatory action into local disaster risk reduction initiatives, and supporting provincial coordination mechanisms. The role also entails developing work plans, creating contingency plans for high-risk areas, and building capacity for El Niño preparedness in drought-prone districts. Key tasks include reviewing relevant policies, liaising with stakeholders at provincial and district levels, and offering technical assistance for IBF pilot implementation and integration into existing programs like Disaster Resilient Villages (DESTANA). The incumbent will also contribute to the Provincial AA/AMPD Working Group, support contingency planning in specific locations, and facilitate capacity-building workshops on El Niño preparedness. This position requires strong collaboration, communication, planning, and problem-solving skills, with a demonstrated understanding of disaster risk management, early warning systems, and anticipatory action frameworks within the Indonesian context. Fluency in English and Bahasa Indonesia is essential.
Work Experience
The role requires at least 6 years of relevant experience, including in medium-scale emergency or disaster response operations in Indonesia. Experience supporting humanitarian relief programs or response operations is desired. Additionally, experience working with government counterparts, particularly BNPB and/or BPBD, is beneficial. Familiarity with coordination, stakeholder engagement, and facilitating meetings is also important. Prior exposure or experience in anticipatory action (AA), early warning systems, or impact-based forecasting (IBF) is preferred.
