Job Purpose
The JPO Programme Policy Officer (Targeting Analyst) will support country offices in enhancing the implementation, monitoring, and documentation of targeting decision-making across WFP operations. This role involves developing, testing, and evaluating targeting methodologies, and translating research findings and operational lessons learned into practical guidance, tools, and learning materials for field practitioners. The incumbent will collaborate with various units to explore links between targeting and programmatic areas like social protection, and contribute to the development of benchmarks and indicators for tracking progress. The position aims to strengthen targeting capacity at country and regional levels, ensuring alignment with corporate policies and advancing research in this critical area.
Responsibilities
The Targeting Analyst (JPO Programme Policy Officer) plays a crucial role in supporting the World Food Programme's (WFP) country offices to enhance their targeting decision-making processes. This involves assisting in the implementation, monitoring, and documentation of effective targeting strategies across various WFP operations. The role requires establishing strategic connections with other units to explore potential synergies with targeting across different programmatic areas, such as social protection. A key responsibility is contributing to the development, testing, and evaluation of targeting methodologies. Furthermore, the analyst will translate research findings and operational lessons learned into practical guidance, tools, and learning materials for field practitioners. This includes supporting the drafting of policy and technical documents, conducting research and innovation efforts, and ensuring that best practices are documented and disseminated. The position also involves producing learning materials, facilitating capacity-strengthening workshops, and continuously reviewing corporate policies to ensure alignment with targeting strategies. The analyst will provide direct support to projects aimed at developing benchmarks and tracking country office progress towards key standards, ultimately enhancing targeting capacity globally and informing improved guidance and materials.
Work Experience
Requires a minimum of two years of relevant experience in conducting assessments, analysis, monitoring, and programme implementation within humanitarian and development contexts. Proficiency in R and Windows MS Office (Word, Excel, PowerPoint, Outlook) is mandatory.
