Job Purpose
The Programme Associate (Cash Based Transfer) will provide technical and operational advice for the implementation of cash-based transfer (CBT) programs. This role is crucial for ensuring that assistance reaches vulnerable populations efficiently, transparently, and in a timely manner. The associate will focus on strengthening beneficiary management, coordinating with local partners and stakeholders, and overseeing the effective execution of monetary or electronic transfers. Key responsibilities include supporting program design, ensuring adherence to WFP policies, analyzing data to identify trends and challenges, and contributing to emergency preparedness plans. The position aims to enhance the integration of CBT interventions within WFP's country strategies and operations, promoting a people-centered approach and ensuring adequate resource allocation for successful implementation.
Responsibilities
The role involves providing technical and operational support for the implementation of cash-based transfer (CBT) programs. Key responsibilities include assisting in program design and implementation, ensuring alignment with broader policies, and supporting project management to meet established goals. This includes generating reports and data analysis to identify trends and issues, ensuring data accuracy and coherence for stakeholders. The position requires maintaining internal collaboration for effective project execution and coordinating with external partners like NGOs and government institutions for food security analysis and efficient aid delivery. Capacity building for WFP staff, partners, and national governments in specific technical areas is also crucial. The role serves as a point of contact for operational queries and issues, and may involve supervising support staff. Additionally, it entails facilitating internal coordination related to CBT, participating in relevant working groups, and promoting the integration of CBT interventions into new project proposals. A significant aspect is promoting the Cash Assurance Framework to strengthen controls and mitigate risks, contributing to the identification of appropriate transfer modalities, and supporting the development of emergency preparedness plans and country strategic plans to ensure the inclusion of cash-based transfers and people-centered approaches.
Work Experience
Requires experience working with technical teams and contributing to program implementation. Essential skills include basic financial understanding (electronic transfers, vendor reconciliation, quality control), proficiency with information systems (e.g., SCOPE), data analysis for reporting and indicator tracking, strong communication for interacting with beneficiaries and partners, and collaboration with local governments and NGOs in multicultural settings.
