Job Purpose
The Field Security Officer (Roving) will provide essential technical advice, guidance, and support to strengthen security management and crisis readiness within WFP Country Offices, particularly in Afghanistan. This role involves conducting context analysis in conflict-affected areas, developing systems for monitoring security situations, and negotiating security guarantees with non-state armed groups to ensure safe WFP operations. The incumbent will monitor security developments, maintain effective communication systems, build relationships with local partners, and collaborate with internal counterparts to ensure compliance with security policies. Additionally, the role includes managing junior security staff, representing WFP in inter-agency meetings, facilitating security training, and preparing accurate reports to inform decision-making and support operational activities.
Responsibilities
The Field Security Officer (Roving) plays a critical role in ensuring the safety and security of World Food Programme (WFP) operations and personnel. Key responsibilities include providing expert technical advice, guidance, and support for security assessments and planning to enhance security management, crisis readiness, and preparedness. This involves developing innovative systems and tools for monitoring and assessing security situations, and conducting in-depth context analysis in conflict-affected areas to identify non-state armed groups (NSAGs). A crucial aspect of the role is communicating and negotiating security guarantees or "acceptance" from NSAGs to enable WFP operations in their controlled areas. The officer must stay informed about local security developments, advising on their potential impact on WFP operations. They are responsible for maintaining effective security communication systems, building strong relationships with local partners, and collaborating closely with internal counterparts to ensure compliance with security policies. Additionally, the role involves managing junior security staff, representing WFP in inter-agency meetings, facilitating security training, and overseeing accurate reporting for informed decision-making. The officer may also be called upon to support monitoring and evaluation of WFP activities and act in emergency response capacities as needed.
Work Experience
Experience required includes developing systems for security monitoring and assessment, providing technical security advice, managing small teams, handling resources in operational contexts, gaining significant experience in at least one operational area, and delivering UN-specific security training like SSAFE or IFAK.
