Job Purpose
The Contracts Officer will manage end-to-end procurement and contracting activities for health technology products within UNICEF Supply Division's Health Technology Unit. This role is crucial for ensuring children globally have access to essential health commodities and technologies. The officer will be responsible for developing and implementing procurement strategies, sourcing initiatives, and Long-Term Arrangements (LTAs), while conducting market research and monitoring supplier performance. The position also supports the expansion of UNICEF's health commodity portfolio and the adoption of innovative digital procurement solutions, contributing to UNICEF's mission of delivering value, quality, and timely supplies to programmes and partners worldwide.
Responsibilities
Under the supervision of the Contracts Manager, the Contracts Officer will ensure all procurement activities strictly adhere to UNICEF Financial Rules and Regulations, the SD Manual, and all applicable procurement procedures. This includes reviewing requirements for competitive qualities, identifying and prioritizing activities, and developing clear goals for work completion. The role involves soliciting and evaluating bids, proposals, and quotations to ensure competitiveness, quality, and conformity to specifications, as well as clarifying offers and negotiating with suppliers. The officer will compile and present procurement data, prepare supporting documents, and recommend approvals for Long-Term Arrangements (LTAs) or purchase orders, potentially authorizing purchases within delegated authority and preparing submissions for the Contract Review Committee (CRC) for higher value transactions. Coordination of Purchase Orders to ensure quick response to Country Offices and Procurement Services partners, and timely delivery of consignments is also key. The role includes overseeing adherence to LTA terms and conditions and contributing to dispute resolution. Additionally, the officer will review and recommend Local Procurement Authorisations (LPAs) from Country Offices/Regional Offices, advising them on contractual/procurement issues and formulating strategies for issue resolution.
Work Experience
A minimum of two years of professional experience in procurement, contract management, or supply chain operations is required. Experience in public sector procurement or with international organizations is highly desirable.
