Job Purpose
The Contracts Officer will manage commercial activities for the Solar & Oxygen Unit within UNICEF's Supply Division in Copenhagen. This role is crucial for addressing the increasing demand for solar and oxygen equipment and related services, ensuring procurement aligns with UNICEF's Rules and Regulations. The officer will develop and implement procurement strategies, monitor supplier performance, analyze market developments, and incorporate innovation into project implementation. The position aims to provide rapid and relevant responses to supply needs, including emergency situations, with a focus on procurement services for solar equipment. Key objectives include maintaining integrity, standards, and accountability through sound supply and logistics management systems, fostering effective collaboration with internal and external partners, and ensuring timely procurement and delivery of essential supplies.
Responsibilities
The Contracts Officer will ensure all procurement activities comply with UNICEF Financial Rules and Regulations, Supply Procedures, and Guidance. This includes issuing international tender invitations, evaluating quotations, clarifying offers, and negotiating with suppliers. The role involves making recommendations for purchases, adjudicating offers in consultation with Technical and QA Centres, and preparing submissions to the CRC. Establishing Long Term Agreements and Direct Order Contracts is a key responsibility. The officer will support the Centre and Supply Financing Centre with price estimate preparations and review/recommendations for Local Procurement by Field Offices. Collaboration with QA and Technical Centres is essential for reviewing material specifications and evaluating suppliers based on delivery, product, and commercial acceptability. The role also includes assisting in preparing information materials, updating databases, and acting as a liaison for the procurement cycle. Establishing work plans, monitoring achievements, and evaluating support staff performance are also part of the duties, along with any other assignments requested by the supervisor.
Work Experience
A minimum of 2 years of progressively responsible professional experience, preferably at the international level. Experience in worldwide procurement, contract negotiations, and administration is required.
