Job Purpose
The Contracts Officer plays a crucial role in managing the end-to-end lifecycle of individual consultancy contracts within UNICEF's Global Shared Services Centre (GSSC). This position is vital for streamlining business processes, enhancing compliance, minimizing risks, and improving cost efficiencies related to engaging consultants. The officer will oversee contract review, sourcing support, offer preparation, issuance, and closure, while also managing escalations and contributing to the refinement and automation of current contracting processes. This role directly supports UNICEF's strategic objective of effectively mobilizing expertise to deliver impactful programs for vulnerable children and communities globally.
Responsibilities
Oversee the complete lifecycle of individual consultancy contracts, from reviewing Terms of Reference (TORs) to managing closure processes. Provide support for sourcing and selection activities, and prepare contract offers. Manage all escalations from offices and contracting managers, ensuring timely and effective resolution. Contribute to the refinement and further automation of the current end-to-end individual consultant contracting process. Ensure compliance with UNICEF policies and procedures, and identify opportunities for process improvements and efficiencies. Coordinate with various stakeholders, including programme managers and consultants, to facilitate smooth contract management. Maintain accurate records and documentation related to consultancy contracts. Support knowledge management and capacity building initiatives related to consultancy contracting. Assist in the development and implementation of strategies and policies related to consultant engagement. Potentially supervise and direct a team of transaction processing staff. Ensure service delivery excellence throughout the consultancy lifecycle.
Work Experience
Two years of relevant work experience at the national and international level in contracting, procurement, administration, human resources, or other directly-related technical fields. Experience with UNICEF/UN or another international organization is preferred.
