Job Purpose
The Deputy Representative (Operations) serves as a strategic business partner to the Head of Office, leading and managing all operational functions to ensure efficient and effective delivery of results for children. This role involves driving change, providing risk-informed analysis and solutions, and contributing to key management and programmatic decisions. The incumbent will oversee a broad range of operational areas, including finance, supply chain, human resources, ICT, and safety and security, ensuring alignment with UNICEF's strategic goals and best management practices. The position is critical in optimizing UNICEF's assets and enhancing office performance to maximize impact for children in Afghanistan.
Responsibilities
The Deputy Representative (Operations) will lead by example, supporting the Head of Office in managing the office and acting as Officer in Charge in their absence. Key responsibilities include managing operational support services such as budget, financial management, risk management, facilities, administration, supply chain, ICT, HR, and safety and security. The role involves ensuring staff development through career planning and succession initiatives. As a member of the Country and Senior Management Teams, the incumbent will represent organizational risk and policy perspectives, promoting results-based management. They will provide strategic advice on business needs, anticipate challenges, and propose innovative, value-for-money solutions. This includes contributing to CPD, CPMP, and AMP, leveraging technology for accountability, and supporting audit processes. The role also encompasses guiding supply and logistics strategies, overseeing facility management with a focus on sustainability and accessibility, and ensuring robust systems for preventing sexual exploitation and abuse. The Deputy Representative will foster an environment of management excellence, staff well-being, and inclusion, ensuring operations behaviors are results-focused while balancing risk and compliance.
Work Experience
A minimum of 10 years of progressively responsible professional experience in operations management, programme management, or a related field, with at least 5 years at the international level. Experience in a developing country context is desirable.
