Job Purpose
The CBA Finance Officer supports the financial management of cash-based assistance programmes across the office, including budgeting, forecasting, expenditure monitoring, and ensuring timely, accurate, and compliant cash disbursements. The role includes supporting the management and supervision of Financial Service Providers (FSPs), encompassing contract management, performance monitoring, payment reconciliation, and the review of FSP cash distribution and reconciliation reports. The incumbent is also responsible for processing FSP invoices, ensuring that all supporting documentation is complete and aligned with Country Office CBA-approved Standard Operating Procedures and UNICEF global procedures and guidance. Additionally, the role contributes to strengthening the preparation of the CBA internal audit and financial controls, streamlining and accelerating processes and systems, and enhancing the overall efficiency and agility of the direct cash delivery Unit.
Responsibilities
Strengthen the internal audit of Cash-Based Assistance (CBA) programmes, including ensuring a rigorous financial review of the Health Transformative Sector Project (HSTP) incentive payments component and social transfers programming. Provide effective management of FSP contracts, including financial coordination and clear payment instructions. Review and validate FSP cash distribution and reconciliation reports, including undertaking internal reconciliation in HOPE and performing related financial reconciliation tasks in VISION (eZHACT 1.0), as required. Support FSP invoice processing and account replenishment, ensuring proper documentation and adherence to UNICEF procedures. Support budgeting, financial planning, forecasting, and expenditure management for cash-based assistance (CBA) programmes. Contribute to knowledge and capacity building within the team and with partners.
Work Experience
At least 2 years of relevant work experience in Accounting and Auditing, Financial Management, Audit and Investigation, financial management, cash transfer programming, risk management, internal audit, compliance, budgeting and forecasting, contract management, accounts reconciliation, payment processing, or humanitarian finance.
