Job Purpose
Under the general guidance of the UNICEF PPR Washington, DC Office Director and Senior Advisor/Team Lead, and direct supervision of the Public Partnerships Specialist, the Public Partnership Officer will support the Pillar team in positioning UNICEF as a partner of choice for the US Government and delivering on programmatic cooperation. The role involves supporting the Pillar team in producing high-caliber outputs for key stakeholders on humanitarian and global nutrition programs, assisting with financial reporting in collaboration with DFAM, and advancing knowledge exchange, resource mobilization, and grants management. The incumbent's efforts will enhance UNICEF's program delivery and resource mobilization globally, contributing to UNICEF's action worldwide. The position will also perform functions supporting UNICEF's liaison with key stakeholders in Washington DC and New York, working closely with UNICEF Headquarters Divisions and Field Offices.
Responsibilities
The Public Partnerships Officer will support high-quality and adaptive engagement, communication, and results-focused grant management approaches to maintain UNICEF’s position as a partner of choice for the USG. Key duties include providing comprehensive support in managing UNICEF-USG grant agreements, with a specific emphasis on supporting US Government's humanitarian response and emergency nutrition programming. The role involves designing and implementing internal tracking and coordination systems to ensure deadlines are met and a cohesive approach is followed across relevant internal teams working on designated awards. The incumbent will upload and manage regular financial reports to donor portals, ensuring accuracy, timeliness, and compliance with donor formats and requirements, and support the DFAM grants management unit with data and support for financial reporting inputs. Frequent direct engagement with Country Offices/Regional Offices, headquarters teams, and donor grant management teams is expected, along with facilitating related information flows and supporting negotiation efforts related to grant design and implementation. Coordination with relevant teams (EMOPS, Supply Division, Centers of Excellence, RO + CO teams) to consolidate inputs and resolve discrepancies in programmatic reporting is crucial. Support will also be provided for the review and submission of funding proposals, clearance of agreements, preparation of briefing/background notes, attending meetings with key USG stakeholders, and ensuring follow-up. The role includes supporting PPR’s US Government knowledge management activities.
Work Experience
A minimum of two years of professional experience in partnership management, resource mobilization, or a related field is required. Experience working with government donors, particularly the US Government, is highly desirable. Experience in humanitarian or development programming is an asset.
