Job Purpose
The Programme Associate (Emergency Operations Center) position is crucial for supporting UNICEF's global emergency response efforts. Based in the UNICEF Operations Center (OPSCEN), this role provides essential 24/7 information and communication services to UNICEF staff worldwide. OPSCEN, operating under the Office of Security Coordination, plays a vital role in enabling security risk-informed decision-making for programme delivery and engaging with the UN Security Management System. The Programme Associate will monitor emergency developments, produce real-time information products, and contribute to the overall effectiveness of EMOPS in preparing for and responding to humanitarian crises, ensuring UNICEF can effectively deliver on its humanitarian mandate for children.
Responsibilities
The Programme Associate will be responsible for delivering 24/7 emergency information and communication services to UNICEF personnel and offices globally, ensuring timeliness, accuracy, and operational relevance. This includes monitoring global media, emergency and security platforms, and alert systems to detect and assess events with potential humanitarian or security implications for UNICEF operations and personnel. The role involves issuing timely and accurate real-time information products and updates, such as alerts, media and situation briefs, to relevant stakeholders at UNICEF country, regional, and HQ levels. Additionally, the Programme Associate will produce high-quality information products and data visualizations to support OPSCEN’s crisis communication and coordination functions, enabling informed decision-making by senior leadership. Contributing to the smooth functioning and continuous improvement of OPSCEN’s internal operations and workflows is also a key responsibility. The position requires a strong client service orientation and professional communication skills, operating on a rotating shift schedule, including weekends and UN-observed holidays, to ensure uninterrupted global coverage.
Work Experience
A minimum of six years of relevant work experience in emergency operations, information management, communications, or a related field is required. Experience in a 24/7 operational environment is highly desirable.
